OBS Beta 29.1 Overview

- Fragmented MOV may have issues with video editor support, but it solves weird time scale issues that MKV files have compared to Adobe Premiere Pro's expectations.
Recommendations
- The recommended recording setup moving forward will be fragmented MOV with Nvidia HEVC and PCM 32-bit float audio once things are fixed up a little bit.

Buffering Stinger Transitions to RAM
- Alpha transparency codecs do not have hardware accelerated decoding, causing frame drops when using custom stinger transitions.
- Preloading stinger transitions to RAM can save performance and prevent frame drops.
- Buffering stinger transitions to RAM significantly improves performance and eliminates frame drops.
