Curso para miembros de mesa - STAE EG 2026

Curso para miembros de mesa - STAE EG 2026

Introduction to Election Responsibilities

Overview of Member Roles

  • Members are selected to serve as table members in the 2026 general elections, playing a crucial role in ensuring orderly and transparent voting.
  • The training will cover tasks related to installation, voting, and counting processes.

Structure of Voting Tables

  • Each voting table consists of a president, a secretary, and a third member who must arrive by 6 AM on election day.

Electoral Material Packages

Contents of Electoral Packages

  • The electoral material includes three main packages: useful items, installation materials, and counting supplies.
  • The useful items package contains pens, stamps, and packaging tape; the installation package includes essential documents for the election process.

Installation Package Details

  • Key documents include:
  • Instruction manuals for table members.
  • Voter lists and ballots.
  • Access keys for technological support systems (STAE).

Technological Support for Counting

Introduction to STE Technology

  • In the 2026 elections in Lima Metropolitana and Callao, STE technology will be used for data registration and document printing during voting.
  • Coordinators will assist with data entry and digital certificate generation throughout the election day.

Components of STE Kit

  • The kit includes:
  • A laptop with installed software.
  • A printer for generating electoral documents.
  • Security sheets and USB drives containing results data.

Installation Tasks Overview

Initial Setup Procedures

  • Upon receiving electoral materials from ONPE staff, members check contents against labels before placing counting materials aside.
  • Verification steps include checking voter lists at classroom entrances and ensuring candidate posters are displayed correctly within the secret chamber.

Signing Procedures

  • Each member signs ballots after confirming that total counts match eligible voters; they also create personal secret numbers for digital signatures during the election process.

Finalizing Installation Records

Attendance Registration Process

  • After connecting USB devices to laptops, attendance is recorded digitally along with generating certificates for all table members using their contact information.

Documenting Installation Information

  • Members record ballot quantities received while noting any issues with material condition; they then digitally sign off on installation records alongside authorized representatives (personeros).

Election Process Overview

Installation of Election Acts

  • Members can opt for digital forms, followed by printing installation acts and attendance sheets for table members. The STAE automatically prints four installation acts per election.
  • Additional acts are printed upon request from representatives. After printing, the USB is removed from the laptop and stored in a blue envelope. Members return to the voting table with the scrutiny package.

Organizing Installation Acts

  • Installation acts are organized into designated bags: presidential and vice-presidential acts in blue, national senators in pink, regional senators in brown, deputies in green, and Andean Parliament representatives in yellow.
  • Members manually sign the attendance sheet and provide fingerprints; absentees are marked as "absent." New members must write their details on this sheet before it is stored in an orange envelope.

Tasks During Voting

  • Table members prepare their stations to assist voters effectively: the president manages ballots, one member handles voter lists and stamps, while another oversees ballot boxes. Voters check their order number posted at the entrance before proceeding to vote.
  • The process involves verifying voter identity through DNI presentation, checking against lists, issuing ballots, guiding voters to booths for casting votes, and ensuring proper ballot submission into boxes.

Special Considerations for Voters

  • Priority is given to vulnerable groups such as seniors, pregnant women, parents with children, and individuals with disabilities during voting procedures. For visually impaired voters needing Braille templates or assistance entering private booths with trusted companions are accommodated accordingly.
  • A temporary voting module near the entrance assists those who have difficulty reaching tables; if necessary, all three table members may relocate there with required materials while leaving other tasks to OMPE staff.

Closing Procedures Post-Voting

  • At 5 PM sharp, polling closes; only those inside or queued may vote at that time. Following this closure phase includes counting signatures or fingerprints per page and recording totals for electors who voted using STAE equipment to generate official voting records.
  • The president signs off on the final page of voter lists after confirming participation from observers; these lists are then secured in an orange plastic envelope alongside other documentation needed for further processing of results post-election day activities conclude digitally signed act generation via STAE systems utilizing previously noted secret codes by members involved throughout elections processes outlined above until completion stages reached successfully without manual signatures required thereafter due automated printouts generated directly linked back original entries made earlier during installations phases preceding actual voting events occurring subsequently thereafter too!

Voting Process and Scrutiny Procedures

Printing and Storing Voting Records

  • The act of printing voting records is initiated for the representatives who request them. After printing, the USB drive is removed from the laptop and stored in a blue envelope.
  • Members of the voting table return to their station with printed records, placing the envelope into the scrutiny package. They also organize election records into designated bags based on type: presidential votes in blue, national senators in pink, regional senators in brown, deputies in green, and Andean Parliament representatives in yellow.

Steps During Vote Counting

  • Only the ballot box remains on the table as members prepare for counting by emptying its contents. They check that ballots bear signatures from all three members before grouping them into stacks of twenty.
  • All ballots are counted to ensure they match the number of citizens recorded as having voted on the voting record. Valid votes are then flipped face up and placed centrally on the table for further processing.

Types of Votes Recognized

  • Three types of votes are identified during scrutiny: valid, null, and blank.
  • A valid vote is marked correctly with a cross or tick; examples include marking a candidate's photo or party symbol appropriately across various columns.
  • Specific rules apply regarding how numbers can be written within preferential voting boxes to maintain validity across different elections (e.g., national senators numbered 1 to 30).

Identifying Null and Blank Votes

  • A vote is deemed null if it violates specific criteria such as marking multiple candidates or using incorrect symbols; other reasons include damaged ballots or lack of required signatures.
  • A blank vote occurs when no option is selected within any column; each ballot must be reviewed independently since five distinct elections occur simultaneously on one ballot paper.

Conducting Presidential Election Scrutiny

  • Before starting scrutiny for presidential elections, members retrieve necessary materials including a draft sheet specifically for this election type (Marco Celeste). Each member has defined roles during this process to ensure organized counting procedures are followed accurately.
  • Votes are read aloud collectively by all members who verify each ballot's status—validity or otherwise—while keeping track through tally marks corresponding to each option until totals are calculated at every stage of counting. This ensures accuracy against initial voter counts recorded earlier.

Election Process Overview

Steps for Counting Votes

  • Members of the electoral table dictate total votes from a draft sheet, while another records this information on a verification sheet. The third member verifies the accuracy of the results being transferred.
  • The vote totals are summed using a calculator until subtotals are obtained, which are then added to get the total votes cast, ensuring it matches the number of citizens who voted.
  • Following this, members use corresponding documents and materials for regional senator elections, maintaining consistency with national senator election procedures.

Transferring Results to STAE

  • Members return to the STAE team with draft sheets from both national and regional senator elections to transfer results by political organization and preferential votes. One member dictates totals while another inputs them accordingly.
  • They also transfer pink draft sheets for national senators, mentioning preferential votes related to previously dictated totals and confirming all entered data accurately.

Finalizing Election Documentation

  • After completing necessary observations in the report, members digitally sign the scrutiny act using their secret numbers before printing out scrutiny acts and result posters for distribution as needed.
  • The STAE automatically prints four scrutiny acts per election without requiring manual signatures due to digital signing capabilities. Members gather colored envelopes containing various electoral documents after closing each envelope properly.

Delivery of Electoral Materials

  • For every envelope delivered, an 'X' is marked on the delivery record for electoral acts and materials; additionally, an electoral act is handed directly to each accredited table representative upon request without being placed in an envelope.
  • As a final step in this election process, result posters are displayed outside voting rooms for public visibility regarding national senate election outcomes while similar tasks are performed for regional senate elections using verification sheets from both processes.

Closing Procedures Post-Election

  • Members remove USB drives from laptops and secure them in blue envelopes as part of their transition towards counting representatives' votes at Andean Parliament elections following established protocols similar to previous elections discussed earlier.
  • Upon collection by ONPE staff, they retrieve additional documentation including attendance control sheets and reports indicating zero votes prior to concluding their activities by securing used ballots that were not contested into designated plastic envelopes before handing over all remaining materials back to ONPE personnel along with other items like ballot boxes and booths used during voting sessions.

Conclusion of Electoral Duties

  • Finally, members complete required paperwork marking deliveries accurately before signing off on receipt confirmations; they are encouraged to review instructional manuals available online for further training opportunities post-course completion as they conclude their responsibilities effectively within this electoral cycle.
