The Role of the President and Confidence Vote Process
- The President of the Government must have the confidence of the Congress of Deputies, which is granted during the Investiture Session.
- After elections or under specific constitutional circumstances, the King consults with parliamentary groups to propose a candidate for presidency.
- The Congress Presidency then convenes a Plenary session to hold the Investiture Session.
Conducting the Investiture Debate
- The candidate presents their government program first without a time limit, followed by a suspension of the session.
- After a designated break, representatives from parliamentary groups speak in order based on their number of seats, each allotted up to thirty minutes.
- The candidate has an opportunity to respond either individually or collectively to questions posed by deputies.
Voting Procedure and Outcomes
- Typically, the debate lasts two days before proceeding to a public vote conducted alphabetically by secretaries calling deputies one by one.
- To be elected as President in this initial vote, a candidate must achieve an absolute majority (more than half plus one of total members).
Subsequent Voting if Majority Not Achieved
- If no absolute majority is reached, another debate is scheduled with reduced speaking times for participants.
