Prises en tenaille entre les groupes djihadistes et les armées gouvernementales, les populations civiles sont ainsi les premières victimes d'exactions de plus en plus meurtrières. Déstabilisées, les trois anciennes colonies françaises de la zone ont vu leur gouvernement renversé par des juntes militaires : au Mali en 2020-2021, au Burkina Faso en 2022, puis au Niger l'année suivante. Ces changements de régime se sont notamment traduits par le renvoi des soldats européens, arrivés en 2016 à l'initiative de Paris et de moins en moins tolérés par la population.
